Ether 13
We know that in the Millenium there will be various religions. Not everyone will be celestial. I think the way this will work with Christ n the earth is that the political capitol will be in the middle east and many will gravitate towards that capitol. They will live good lives, but not make the covenants of salvation. Christ will not revoke their agency and will be among all the people, not just those who make and keep the covenants that will be proclaimed from the new Jerusalem. Those who do not make and keep the covenants will view the covenant making people as just another brand of religion (just as they see it now – only with less malice). It seems that Coriantumr never had control of the people after he rejected Ether’s invitation to repent – he just had a very strong faction following him.
