Because of individual liberty, the people will have (make) cause to divide themselves and will contend at times. When those contentions cannot be resolved peacefully it opens opportunity for outsiders to take advantage of the weakness of the people. This is a natural result of having that liberty, but while a lack of liberty may lead to a stronger defense it does not make stronger or better people.
