The resurrection for celestial people started at the resurrection of Christ and is technically active continuously (not that there are necessarily always celestial people being resurrected prior to the millemium) I believe that all celestial people who have died by that time will be resurrected as the millenium opens – then the resurrection of terrestrial people will begin (as celestial resurrection continues as celestial people die. The resurrection of the just continues until after all the just have died – in other words until after the end of the millenium. Then comes the resurrection of the unjust as the telestial people are resurrected – when they have all been resurrected the sons of perdition are resurrected to a kingdom without glory closing out the resurrection of the unjust
