Genesis 19
The holy men tried Lot and he showed himself righteous enough to be saved. At the same time the men of the city proved how wicked they were. When Lot tried to get his sons-in-law to escape they ignored him. Lot himself hesitated to leave but those angels took him, his wife, and his two unmarried daughters by the hand and led them out of the city. When they instructed Lot to leave to the mountains he argued for a small city which we call Zoar to be saved as well and they agreed. (I had not realized that Lot saved a city.) Interestingly Lot did not feel safe living in Zoar afterward and did go to the mountains (where his daughters took it upon themselves to preserve his seed).
