Deuteronomy 2
The people of Israel passed through a number of lands which the Lord had gven to other people related to them (the children of Esau and the children of Lot specifically) and were told not to fight with those people but to purchase what they needed from them. Then he brought them to the land of Heshbon where the king was given an opportunity to be friendly. When he chose to act aggressive they were told to destroy him and his people. He must have been called to repentance previously and chosen not to heed.
