Judges 1
There are many places where the Israelites chose to take tribute rather than take the land to themselves. It should be no wonder then that they kept falling back to the idolatries of the people they allowed to remain among them. They never cleansed the land, they were satisfied to make a place for themselves within the land instead of taking the full blessing that had been promised. The only exceptions that might be truly authorized are those few cases where individuals helped the Israelites and were then spared.
