In Palestine it appears that the meaning of the new star was not widely understood (unless we simply have no record of any prominent prophecies among those people regarding it) but Christ then lived there and taught the people during His mortal ministry. Because of Samuel (and Nephi I’m sure) the meaning of the sign of the new star was widely understood but then the people there did not see the Savior until after his mortal mission was completed and even then they only saw him for a few days. In both cases, as in all times both before and after Christ, it was necessary for people to exercise faith in Christ rather than having some absolute empirical evidence of His divinity.
Samuel had a solid understanding of the coming of Christ and of His mission and of God’s plan for the salvation of men.
