I don’t understand why Josiah was able to destroy the groves, altars, and idols in the cities of Israel outside the domain of his kingdom. I would have thought that the king of Israel would object to having the king of Judah interfering in that way. My best guess would be that either they were at war as Josiah made incursions to destroy those places of false worship or else Israel was broken and taken captive by this time so that there was nobody to oppose the action.
