One possible reason for Amulek to bear personal testimony rather than Alma is that Amulek may not have been as familiar with the scriptures as Alma was because he had more recently dedicated himself to the gospel.
Alma shared the words of specific prophets pointing to Christ. Amulek shares that the need for Christ is a logical conclusion to the overall plan of redemption laid out in scripture.
Those who will not have faith must experience the whole law of the demands of justice. This implies that those who are encircled about by the arms of mercy may still be required to meet a portion of the demands of justice according to their ability. In other words, they may legitimately be asked to pay that portion of the consequences of their actions which they are able to pay. That is what Amulek illustrates when he says that prayers for mercy are in vain if they are not coupled to care for the children of men according to our ability.
