I’m sure the reason that Mormon added this much detail about having multiple churches in one place that are all part of a single organization and sneered to a single leader in order to accommodate so many people was tool help the early saints understand how to manage their growing population of members. It was probably within a year of the formation of the church that there were to many purple in a single settlement to have them all listen to a single teacher with any regularity.
Upon reflection it is very natural that Alma would bring people to Mosiah to be judged because that is how it had been done when he was a priest under Noah.
