The five who ran to the judgement seat were the kind of people we usually think to reach by or evangelism–unbelievers who are prepared to believe if they encounter the spiritual information that touches them personally.
The conspiracy that these judges accused Nephi of was just the sort of thing these judges would have done if they were trying to convince people that they were prophets.
