Teaching naturally comes with religion

Generally it is religious instruction that promotes formal learning. Without religion, learning tends to be informal, experiential, and inconsistent. Without formal learning, religious belief tend to fragment and fade.

That is why irreligious societies tend to promote learning less than religious ones and why societies with poor education tend to become less religious over time. The priests of Noah taught the Lamanites his to keep records and engage in trade but as the Lamanites were not particularly religious they hadn’t developed and maintained those skills and practices before learning and receiving those benefits from castoff Nephite priests.
