After Amalikiah had gained the throne of the Lamanites he did what he would have done in the first place if his shoe intent had been to attach the Nephites, he inspired the people with stories about how bad the Nephites were. He knew how to get what he wanted. He bypassed that step because he wanted to have a chance to divide and conquer the Lamanites even before returning to try conquering the Nephites.
