It seems to be that the three Nephites might be considered angels because their mission and ministry is consistent with what we are told the ministry of angels is.
Separately, I note that when Mormon says that man “must needs have {faith/hope/charity}” he seems to be indicating that man should seek for that thing. “If man has faith he must needs have hope” means that if he has faith he needs to make sure that he also had hope. If he has his then he must ensure that he has charity. Those without faith won’t have the ability to hope or any benefit from hope. Those without hope will gain no blessing from charity for they are without hope.
