Tiers of volition

Let reached that God created things to act and things to be acted upon. As I think about that I realize that this is not a binary classification. There are some things which are simply acted upon, such as stones, but according to the level of intelligence and volition, some things are to be acted upon in relation to things higher than themselves (meaning things with more knowledge, responsibility, or volition) which are this to act in relation to lower things (meaning things with less knowledge, responsibility, or volition).

The more light and truth we posses and the more responsibility with which we are entrusted, the higher our tier of Colton, the more we become the sins to act and to be freed upon. Some brief examples: animals have more volition than rocks but less than people. Children have less volition than parents. Leaders have more volition than the people they lead. Everyone had less volition than God.
