Ammoron offered to trade a weakened city for the return of his men taken prisoner. Helaman was wise enough to counter with the assertion that they could obtain the city without giving up the prisoners. If the city hasn’t been weak enough before that the people of the city fooled so that he took it easily while keeping the prisoners. Just because an offer is made doesn’t mean it is the best available option.
