None shall be alone

What does it mean that “none shall be alone in his appointed times”?

What are the appointed times? Does that refer to something specific it is appointed times a class of situations? As far as I can make out they were ceremonial appointments such as religious feasts it holidays. Perhaps this means that nobody will be free to mark their important transitions and experiences without interference.
