The lower law was one that a person could at least hardly keep (he might covet or briefly worship some other god in his heart without others knowing) – think “all these things have I done since my youth” – but the higher law is one that nobody can keep all the time everyone will be caught sometime being angry or stingy or lustful or not loving their enemies at some point. The higher law makes it even more obvious that we cannot be saved strictly on our own merits.
