I just realized the meaning of the phrases about robbing the poor because of fine sanctuaries and fine clothing. It means that when people spend their resources on those fine things rather than seeking to aid the poor it is robbery against those they have a moral obligation to help. For those who are honestly striving to aid those in need it is probably not considered robbery to have a few nice things as well.
