Baptism seals the covenant

The ordinance of baptism doesn’t make the covenant between the person being baptized and and Heavenly Father. The ordinance is a recognition of an inner covenant. It demonstrates the covenant but if it is performed before that inner covenant is made it is a home ordinance and will only have power once the inner (invisible) covenant had been made.
