It is interesting how much influence a leader exerts on a people. When there were wicked kings the people under them were consistently wicked (not each individual but in agregate). When there were righteous kings the people were usually fairly righteous (again in agregate).
We see that today with a loud, combative, intolerant president leading our country there is a decided uptick in crimes of hate and intolerance. Whenever we no longer have such a base and classless leader it will take some time for the people to return to a better level of civility.
