The power of the Holy Ghost is the power to testify of truth. Agency is the power to accept or reject truth when it is presented to us. The holy ghost can testify of truth more easily when it is being directly given than when it is simply written but the power of the words in either case comes from the Holy Ghost more than the words themselves. Regardless of the kids of delivery and the power of confirmation from the Holy Ghost it is up to reach individual whether they will accept the truth and their prior choices will determine their sensitivity to the confirmations of the Spirit.
