One of the hallmarks of an idea driven by wickedness is the insistence by those promoting it that others must be compelled to implement the idea. The leaders of the Zoramites decided that those who believes Alma should be cast out and they tried to insist that the people in Jershon should also cast those refugees out of their lands. We see many ideas today that are similarly pushed by their backers insisting on others who may be less enthusiastic or convinced enforcing the idea of face retribution. (Think of the many lawsuits against cake makers or photographers if they will not participate in same sex marriages.)
Regardless of what they argue, this punishment goes against the grain of liberty and justice for all.
