Governing based on popular opinion

It is clear that the leaders of the Zoramites governed based on popular opinion. That doesn’t mean they always did what was most popular, it means that they don’t act without knowing what the popular opinion is so that they can choose the course most likely to be successful. In this case, many people believed Alma so they took action against those people. If the teachings had not destroyed their craft they might well have gone with whatever popular opinion was. They show here that when popular opinion adversely affects what they desire they will find ways to subvert it.
