Mormon addresses the truth behind bad people doing good things. He explains that when those who aren’t striving to be good do things which are supposedly good (giving good gifts) they do it with a heart that rejects the intent behind the good action. Without that intent the good actions fail to change the deceitful heart.
This is different than people with real faults who want to be better than they have been. When these people do good things they allow their heart to be affected because they honestly desire to be the kind of people that the good actions would suggest that they are.
