When Samuel have Saul a command from the Lord Saul did something similar to what he commanded but changed the command to what seemed good to him. When Samuel came to him, Saul declared that he had been obedient. Partial obedience that declares itself as obedience is disobedience. When Samuel questioned what Saul had done Saul blamed those around him and sought to justify his actions. “I was obedient but the people saved animals for sacrifice.”
When the Lord rejected Saul Samuel didn’t blame Saul or write him off, he spot that Saul was rejected. He had wanted Saul to succeed as king.
