Imagine if God were just and dependable but aloof like a pure scientist who died experiments to observe with no desired outcome—perfectly satisfied with any result. If so there would be no plan for the salvation of man but it would still be the case that man could choose to cultivate his character and be restored to the light that he had inspired in his own soul during mortality. (That is certainly not better than the truth which is that God does have a preferred outcome and He works too achieve the salvation of man.)
