Jethro taught Moses to focus on teaching the people rules and laws rather than focusing on individual judgements.. this would also help raise the people up so that they could make judgements themselves in common matters.
When the Lord offered to make of Israel a kingdom of priests He was showing the pattern of what He will mold his covenant people into in any age or dispensation. That is one of the reasons for a lay ministry. Inasmuch as we do not live like a nation or church peopled by priests and priestesses we have room for improvement.
