Zeniff states that the king of the landscape allowed his people to stay in their lands with the intent to subjugate them. The reality is that even if that had not been his intent it would be a natural result of displacing one group to make space for another unless the group being displaced was voluntarily leaving and the neighbors later did for the people of Ammon.
