When Jesus was brought before Herod, Herod was hoping for some kind of entertainment or spectacle. I’ll bet that was why Jesus was silent before him. I also begin to wonder if Herod’s desire for spectacle was a motivation behind the mockery that the soldiers inflicted on Jesus.
