Knowing the plan

The Roman leaders thought it unfortunate that Paul had appealed to Caesar because if he had not they could have released him after determining that he was not guilty of anything serious. Paul could have felt the same way of he had not known (well before he ever appealed to Caesar) that he was called to witness for Christ in Rome. His appeal to Caesar was not simply to escape the clutches of the Jewish leaders but also to fulfill his mission.
