What does it mean for the church to “organize yourselves according to the laws of man”? This was after the church had been formally organized according to the law in the state of New York. Did they have to incorporate in each state back then or is this about something other than a formal religious organization?
Perhaps there is a key in the verse that followed:
4 And many shall be converted, insomuch that ye shall obtain power to organize yourselves according to the laws of man;
Doctrine & Covenants 44:4-5
5 That your enemies may not have power over you; that you may be preserved in all things; that you may be enabled to keep my laws; that every bond may be broken wherewith the enemy seeketh to destroy my people.
That might imply political/social organization such as what was later achieved in Nauvoo and Salt Lake where there was a critical mass of saints that could withstand significant attempts at persecution from outsiders.
