Notice that although Korihor has the right to his beliefs, the people of Ammon also have the right to forcibly but harmlessly remove him from their land when his teachings are unwelcome. The majority isn’t allowed to punish him for his beliefs but they are allowed to relocate him. The minority is allowed to believe as they choose but not force themselves upon an unwilling majority.
