Notice that Moroni behind by finding a way to fortify or protect individual soldiers by giving them armor. Then he finds a way to protect whole cities with walls and other fortifications. Finally he asks to protect their entire land by fortifying their border against potential future attacks by straightening and strengthening the border and erecting entirely new cities to fortify it.
