Perhaps it was the earlier inclusion of the very words of the baptismal prayer that pointed Moroni toward including the words of the sacramental prayers and the ordination of priesthood offices.
Notice also that when people joined the church by baptism, not only did they make covenants to keep the commandments but the church was under covenant to look after all those who did not remove themselves by unrepentant iniquity.
