I can imagine that when Jesus said that old things were done away some feared that some favorite prophesy, something they had founded their testimony upon, was suddenly null and void. With such a fear it would be disorienting. It would then have been very comforting to hear Jesus clarify that the law was fulfilled, not that prophecy was nullified.
