Refrain from idleness

What is the dividing line between idleness and downtime? One is home in reasonable dudes and the other has no redeeming value. I suspect the line is that downtime produces some benefit (recharging your batteries, resetting your mind, pursuing a hobby) while idleness is simply checking out and often encourages more idleness rather than resetting to get back to doing things of more obvious value.
