Personal experience

Mosiah knew the burdens of a king because he was a king. He also understood the fragility of justice under a king because he knew how hard he had worked to be just and how often he struggled with the judgements he handed down—not completely certain if he had gotten it right—and recognized how easily even a well-intentioned ruler could make bad judgements. Those thoughts probably helps him design a system where anyone could be judged, even the chief judge.
