Judging in the church

Mosiah have Alma charge it judging those within the church while Mosiah would only judge those outside the church. I thought for a minute that those in the church would therefore have double chances to repent because the only consequence Alma would deliver would be to remove them from the church if they did not repent. I then realized that if they broke a law beyond the rules of the church like stealing 1) repentance would include restitution, and 2) repentance would include accepting any civil consequences for their crime.
