The Lord promises to overthrow Zion and Jerusalem for the sake of His people. He will do so in order that they will cease relying on the idea that because they live in promised places the Lord is automatically with them. They will come to know with surety that the Lord is with those who seek Him with pure hearts and clean hands whether they live in the holy city or the wilderness.
