I think the reasons Jesus was tempted by Satan before His ministry began were twofold: first, His 40 day fast was a step He took to prepare Himself for the ministry He was about to embark on; second, He needed to come through that direct challenge from Satan before he was fully tested for a ministry which could bear no misstep.
