I had not realized that there was a church historian this early, but John Whitmer was called to replace Oliver Cowdery in this capacity as Oliver had been called to other tasks. It sounds just like the current calling, releasing and replacing in the church.
The church is to save their money to the extent possible in order to purchase the land where they will be called to gather and build Zion.
