If we consider the perspective of the queen her actions make sense, but because she was wicked but because she had no information to work with. Aaron and his brethren arrived and spoke to the king but the queen was not present to see or hear anything. Her introduction was “the king has fallen” and on her arrival Aaron & company appear to be the cause of his fall. When she tells the servants to kill the apparent offenders they, who had seen the event, were afraid to do so. With no other information than their “any of these men could kill all of us” the queen can easily conclude that her fears of the danger they posed were legitimate.
