It is always the Nephites who are looking for ways to innovate. The Lamanites try “new” tactics by attempting to use whatever tactics the Nephites have used against them that they have not tried previously. That is why, despite their greater numbers, the Lamanites never succeed except where the Nephites are busy quarreling among themselves.
