What Alma did at Zerahemla seems like a consistent pattern. He warned that those who followed the devil would be cut off from the church (speaking of church members who were being wicked) and he invited the righteous to come away from them. At the same time as he spoke of those who would be cut off he invited those who were not in the church to come join in the covenant.
