Mosiah 27: 1-7
I never considered before that Mosiah still had his own priests even after he had allowed Alma to govern the church. I think we can safely conclude that “priest” is synonymous with “councilor.” The persecutions of the church by the unbelievers became severe enough that the members complained to their leaders. The complaints eventually reached Alma who took the matter to Mosiah. Mosiah determined that the persecutions warranted a law forbidding persecution. Among the church they continued in the practice of preaching against persecution of others and of the need of every man to labor for his own needs and share his goods with those in need. The result was that the church and people were prosperous especially as they enjoyed further peace after the proclamation of Mosiah.
