Helaman 12
I know how consistently this pattern repeats itself but whoever is writing here (I can’t tell if it’s Nephi or Mormon) must be speaking generally and out of a feeling of deep disappointment because this unsteadiness is characteristic of a shallow conversion. Those who have truly had their heart changed are more steady in both prosperous times and challenging ones. That rarely happens among groups – it is a very individual experience. I guess one of the things we should remember is that it is outwardly difficult to tell the difference between a relatively surface conversion and a lastingly deep one.

I can tell by the end that this is Mormon writing.
