Moroni was pleased to hear of the success of Helaman which came despite a lack of sufficient support from the government but he felt that he was not having much success at least partly because of a lack of sufficient support from the government. When it became apparent that even those parts of the land which were under Nephite control were not receiving sufficient support to be maintained (as proven when the Lamanites retook Nephihah) is it any wonder that he concluded that his own government needed a good scrubbing?
