Apparently we do not have all of Samuel’s prophecy. I recall that the Savior reminded Nephi that there was no record of Samuel prophesying that the dead should rise at his resurrection but this seems to indicate that there was even more than that which was not recorded.
One reason for people to be resurrected at the time of the resurrection of Christ was to serve as a testament that He had broken the bands of death not only for Himself but for mankind as well.
I see that Samuel’s prophesy of people being resurrected was recorded. Perhaps it was the fulfillment of that prophecy which Nephi failed to record.
