Ezekiel 34
What shepherds were there who were not feeding the flocks or seeking to help the lost or wounded sheep? My feeling is that the Lord is talking about those who were in a position to be shepherds rather than those who were actually the spiritual leaders of the people (or it may be said as those who should have been the spiritual leaders of the people but who failed to do their duty).
This seems to be confirmed with His condemnation of the fat and there strong. Those who were asking the flock but were in a position of abundance should have been caring for the weaker of the sheep and helping them to stay in the paths of safety rather than seeking to follow the flock and take gain from wherever they chose to wander. This makes sense because it is those who are out in front who have the opportunity to partake of the choicest blessings who may then be held responsible for their choice to either pass along an unsullied opportunity or else to destroy what they had and leave a more for those who follow.
